Synopsis: Based on the television series, Officer Gunther Toody (David Johansen) is paired with Officer Francis Muldoon (John C. McGinley) in a very rough and modern New York City.

Cat Burglar (Scene Stealer): At the beginning of the film Toody is dreaming in his patrol car. He pictures himself in an ideal suburban Brooklyn with green lawns and bright sunshine. A brown tabby cat is eyeing an animated bird in a tree (the animated bird is ridiculously cartoonish).

Toody approaches the cat and then scolds him, saying “Not in my neighborhood!”

He taps his nightstick to make the cat jump down to the sidewalk before breaking into a song.
