Synopsis: Bleary eyed Earl Eischied (Joe Don Baker), NYPD Chief of Detectives, moves into high gear after undercover policeman Andy Kramer (Sandy Helberg) is mortally wounded during a fumbled heroin bust, but his mission to arrest the guilty parties is complicated when it’s discovered that the arrogant miscreants, which include predatory Raphael Martinez (Cesare Danova) and his unwholesome nephew Eduardo Avila (Danton Stone), are protected by diplomatic immunity.

Cat Burglar (Scene Stealer): The defiant Eischied bucks the system once again by bringing his kitty cat P.C., who is a little under the weather, into the office where he hangs out on the couch and receives regular pets and scritches.

P.C. is awarded with some nice close-ups, but suffers the indignity of being referred to as a ‘little rat catcher’ by Captain Finnerty (Alan Oppenheimer), one of Eischied’s staff, who gets his just desserts when ordered to clean the cat’s litter box. Take that, you miserable underling!
