Synopsis: Popeye has to rescue Olive Oyl before she falls into the clutches of a crazed hypnotist.

Cartoon Cats: Prof. I Stare is first scene in his apartment trying to hypnotize a goldfish. Painted as part of the background art is a cat sleeping in a cage.

Later when Popeye is chasing Olive Oyl (who has been put into a trance) around the city he falls off a construction site into a garbage can. Numerous cats come leaping out of the can.

Popeye stands up with two cats fighting on his head. One jumps down and the other swipes at him, hitting Popeye on the head before running away.
